Federal HCBS Rule Changes

The Centers for Medicare & Medicaid Services (CMS) has issued regulations governing HCBS for all states, explicitly for the following three Medicaid programs: waivers, state plan and community first choice. The new rule adds requirements for the person-centered planning process and for person-centered plans within HCBS.

Person Centered, Informed Choice, and Transition Protocol

A set of essential elements that drive Minnesota's long-term services and supports and mental health system, including, services that are provided when a person moves from one setting to another. The protocol provides guidance for support planners as to what is good practice and what is expected.
